The Thurston County Judicial System

Washington courts have four levels. At the top sit the state Supreme Court and the Court of Appeals. Below them are the Superior Courts, one per county. At the base are courts of limited jurisdiction, meaning District and Municipal Courts. Thurston County Superior Court is the general jurisdiction trial court. It hears felonies, big civil cases, family law, juvenile matters, adoptions, dependencies, probate, guardianships, protection orders, and appeals from the lower courts.

Thurston County District Court is a court of limited jurisdiction. It handles misdemeanors, gross misdemeanors, infractions, small claims, name changes, and some protection orders. City municipal courts handle city ordinance and city traffic cases. Superior Court judges are elected to four-year terms, and the juvenile court is a division of Superior Court. Appeals from the limited courts go up to Superior Court on the record.

Thurston County Courthouses

The court campus is not one building. It is several. Superior Court and the County Clerk sit in Building 2. District Court and the Sheriff sit in Building 3. Family and juvenile matters move to a separate campus in Tumwater. The jail is somewhere else again. A visitor with a divorce, a felony, a ticket, or a marriage license may need a different door, so check the building before you go.

Types of Court Records Available in Thurston County

Thurston County court records fall into a few broad groups. Superior Court produces felony criminal files and major civil files. It also holds family, probate, guardianship, and juvenile records, though many of those are restricted. District Court produces misdemeanor, infraction, small claims, and traffic records. The Auditor, not a court, records marriage and property documents.

  • Criminal records - felony files in Superior Court; misdemeanors and DUI in District Court.
  • Civil records - contracts, torts, and small claims, split by dollar amount and court.
  • Family and divorce records - dissolution, parenting plans, and support in Superior Court.
  • Probate records - wills, estates, and letters filed in Superior Court through the Clerk.
  • Traffic records - citations, hearings, and findings, mostly in District Court.

Some records never open to the public. Juvenile, adoption, dependency, and sealed files stay closed unless a statute or a judge allows access.

What Thurston County Court Records Show

A Washington case file is built around a cause number. From there it lists the parties, the court, the case type, and a running set of docket events. Public case information in Odyssey shows charges, attorneys, and hearings. Full documents and any sealed material are another matter. The table below maps the common fields you will see in a Thurston County court record.

FieldWhat It Shows
Cause NumberThe case ID used to search and to buy copies.
Case TitleThe caption naming the parties.
Case TypeCriminal, civil, family, probate, guardianship, or juvenile.

Public Access Laws for Thurston County Court Records

Washington splits access into two tracks. Agency records follow the Public Records Act. Court case files follow court rules, mainly GR 31. Court files are open by default, but that right is not absolute. Privacy, statutes, and court orders can close a record. The key rules are gathered below in plain terms.

Key Statutes:

RCW chapter 42.56 - the Public Records Act, which governs agency records and sets a five-business-day response framework.

GR 31 - the court rule that presumes public access to court case records.

RCW 13.50.260 - sets how juvenile court records may be sealed.

RCW chapter 10.97 - the Criminal Records Privacy Act for criminal history data.

More detail lives on the Thurston County public records page, which compares the agency track and the court track side by side.

Records That Are Restricted or Confidential

Not every file is open. Juvenile offender and dependency records are restricted and may be sealed under RCW 13.50.260. Adoption files are confidential. Mental health and civil commitment records carry privacy limits. Protected identifiers such as Social Security numbers, minor names, and some addresses are redacted. Sealed records are closed under GR 15.

Washington rarely uses the word expungement for adults. Adult relief is usually called vacation of a conviction, sealing, or destruction. A person files a motion in the court that holds the record, shows they qualify, and waits for a signed order. Felony vacation runs under RCW 9.94A.640; misdemeanor vacation under RCW 9.96.060. Even a sealed record may stay visible to courts or law enforcement in some cases.

Specialty Courts in Thurston County

Thurston County runs several therapeutic courts. Superior Court operates a DUI/Drug Court, a supervised treatment program for eligible nonviolent drug, property, and DUI offenders. The goal is to break the cycle of addiction and crime, support abstinence, and cut repeat offenses. It blends treatment, supervision, and community resources as an alternative to jail or prison.

District Court runs a Mental Health Court and a Veterans Court. Both are intensive, supervised deferral programs that take a therapeutic approach under RCW chapter 2.30. Mental Health Court meets Thursdays at 10:00 a.m. in Courtroom 1. Veterans Court meets Wednesdays at 10:30 a.m. in Courtroom 1, and its first hearing was July 22, 2009. To reach either program, call 360-867-2035.

Thurston County Sheriff and Jail

The Thurston County Sheriff's Office runs the county jail, serves court orders, and provides police service in unincorporated areas. The Thurston County Corrections Facility sits at 3491 Ferguson St SW in Tumwater, with a Reception Desk at 360-709-5900. The facility serves about 425 inmates daily and processes more than 20 bookings and releases each day. Social visits are by video only.

To find someone in custody, use the Thurston County inmate records roster, which searches by last name and updates hourly. For active warrants and scam warnings, see the warrant records page, and for release status, check released inmates.

Marriage, Divorce, and Probate Records

Marriage and divorce live in different offices. The Auditor issues marriage licenses and records marriage certificates. Divorce is a Superior Court family law case, so the Clerk holds that file. Probate also runs through Superior Court. See marriage and divorce records and probate records for the full process and fees.

How to Interpret Thurston County Court Records

Court files use shorthand. A charge is not a conviction. An arrest is not a finding of guilt. A docket lists events in date order, so the latest entry is usually the current status. A disposition is the final outcome of a charge. Dismissed or amended charges can still show in a case history unless the record is sealed or vacated. When a result looks unclear, read the order itself rather than the index line, and call the court if the entry still does not make sense.

Accuracy and Record Limitations

Online court data can lag. The statewide index updates about 24 hours after a clerk enters information, and it may not show every docket or judgment correctly. The jail roster updates hourly and shows current custody only. A record search is not an official criminal history check; the Washington State Patrol keeps that data.

Note: Always confirm case details with the court of record before you rely on an online result for any legal, work, or licensing purpose.

History of Thurston County Courts

Thurston County was created in 1852 by the Oregon Territorial Legislature and named for Samuel R. Thurston. Olympia is the county seat and the state capital. Because the legislature, the Supreme Court, and many state agencies sit in Olympia, local courts here often handle administrative appeals and state-government cases that are rarer elsewhere. In recent years the Clerk shifted heavily online, closing in-person counters and expanding digital services, which makes a Thurston County court records search more of a web task than it once was.
